The “High-Level Event on Ocean Action: Immersed in Change” was held on 7 and 8 June in San José, Costa Rica, in view of the Third UN Ocean Conference (UNOC) to be held in Nice, France, in 2025.

The Argentine delegation was headed by the Foreign Ministry's Secretary for Malvinas Islands, Antarctica and South Atlantic, Paola Di Chiaro, who stressed that ocean policy is a priority for Argentina, as it is an oceanic and bicontinental country, with extensive maritime areas. The event held in Costa Rica represented an excellent opportunity to show the importance of global synergies and to strengthen cooperation through constructive dialogue.

During her speech, Di Chiaro also highlighted that “to ensure efficient governance, it is necessary to explore the maritime space.” This term refers to both international and territorial waters, including coastal and river areas, and is key to adopt a systemic and comprehensive approach. “Efficient ocean governance requires taking into account the lessons learnt and experiences of other countries and regions, making decisions based on vital interests and raising awareness on these topics. Oceans are a pillar for the development of our country and the rest of the word,” she concluded.

In addition, in the context of the Event, Argentina announced that it will sign the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement), adopted on 19 June 2023, with a view to participating actively in the discussions on its implementation. The Agreement is a milestone for multilateralism, as a result of its efforts to face the challenges posed by the preservation of the health of the oceans, for present and future generations.
