Committee 2140 (Yemen)

General information: 

The Security Council Committee established pursuant to resolution 2140 (2014) oversees the sanctions measures imposed by the Security Council. The Committee’s mandate was expanded in paragraph 20 of resolution 2216 (2015).

Current sanctions: 

1.  Assets Freeze (until 26 February 2017)

Obligation to freeze all funds, other financial assets and economic resources that are owned or controlled, directly or indirectly, by the individuals or entities designated by the Committee, or by individuals or entities acting on their behalf or at their direction, or by entities owned or controlled by them; no funds, financial assets or economic resources to be made available to or for the benefit of such individuals or entities.

Exemptions: Set out in paragraphs 12 - 14 of resolution 2140 (2014).

2. Travel Ban (until 26 February 2017)

Prohibits the entry into or transit through States’ territories of individuals designated by the Committee.

Exemptions: Set out in paragraph 16 of resolution 2140 (2014).

3. Targeted Arms Embargo:

All Member States shall take the necessary measures to prevent the direct or indirect supply, sale or transfer to, or for the benefit of designated individuals and entities and those acting on their behalf or at their direction in Yemen, from or through their territories or by their nationals, or using their flag vessels or aircraft, of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned, and technical assistance, training, financial or other assistance, related to military activities or the provision, maintenance or use of any arms and related materiel, including the provision of armed mercenary personnel whether or not originating in their territories.
