Foreign Minister Susana Malcorra received notary public José Alejandro Aguilar, President of the Argentine Federal Council of Notaries (CFNA) at midday today, and they signed an agreement to decentralize internationally recognized legalizations.
In the context of a federal policy and of free circulation, the aim of the agreement signed today by Malcorra and Aguilar is full decentralization of internationally recognized legalizations of public documents by means of direct intervention throughout the Argentine territory by the Notarial Associations which are members of CFNA, which will benefit both individuals and trade in general.
The Foreign Ministry currently legalizes approximately 6000 documents each week, 45% of which are issued in the provinces, according to statistics. This means that, for instance, if a document on retirement benefits legalized by the Argentine Consul in Santiago, Chile, has to be submitted to a bank in Mendoza, the Foreign Ministry must previously intervene the document in the City of Buenos Aires; the same applies to a business document that needs to be legalized in Salta for use, for instance, in the Republic of Paraguay.
Thus, the aim of this project is to resolve document authentication at the local level, reducing processing time as well as overall management costs. The data show that decentralization and transfer of signing authority to the Argentine Notaries' Association would address the needs of both individuals and companies in Argentina.
The Foreign Ministry and CFNA have undertaken a commitment to work together and have been collaborating since their first agreement was signed on 2 June 1997, promoting permanent training and coordination by both parties.
