The governments of Argentina, Chile, Colombia, Costa Rica, Guatemala, Honduras, Mexico, Panama, Paraguay and Peru, member countries of the Lima Group, in the face of the severe political, economic, social and humanitarian crisis in the Bolivarian Republic of Venezuela,
1. Condemn the interruption of the constitutional order and the rule of law in the Bolivarian Republic of Venezuela, evidenced by the loss of democratic institutions and the lack of guarantees and political liberties for all citizens.
2. Do not recognize the legitimacy and credibility of the electoral process in Venezuela, which concluded on 20 May 2018, as it failed to meet international standards, did not include the participation of all Venezuelan political actors and was carried out without the necessary guarantees for a free, fair, transparent and democratic process.
3. Call for a legitimate national dialogue with the participation of all Venezuelan political actors with a view to agreeing on the holding of a new electoral process which affords democratic guarantees justice, freedom and transparency.
4. Express their deep regret and concern over the serious violations of human rights in Venezuela, denounced in the reports and communiqués of the Inter-American Commission on Human Rights and recorded in the last report of the United Nations High Commissioner for Human Rights, including extrajudicial killings, excessive use of force, arbitrary detentions, torture, ill treatment and the lack of justice access, in addition to the erosion of institutional checks and balances and democracy in Venezuela.
5. Express their deep concern over current reports on Venezuela moving weaponry and military aircraft to the border with Colombia, which contradicts the spirit of CELAC's 2014 Proclamation of Latin America as a Peace Zone.
6. Once again urgently call on the Government of Venezuela to allow the establishment of a humanitarian channel to offer immediate care to address the needs of Venezuelans who continue to cross the border in conditions of poor health and malnutrition.
7. Acknowledge the recent resolution of the General Assembly of the Organization of American States which, in the face of the serious situation in Venezuela, supports the restoration of democracy in accordance with the Inter-American Democratic Charter.
8. Express their willingness to implement, pursuant to their relevant legal frameworks and international applicable law, political, economic and financial measures to help in restoring democratic order in Venezuela.
