The Governments of Argentina, Brazil, Colombia, Chile, Mexico, Paraguay and Peru express their disappointment at the lack of regional consensus at the 29th Meeting of Consultation of Ministers of Foreign Affairs of the OAS.

In the light of the interruption of the democratic process in the Bolivarian Republic of Venezuela, we believe that all Venezuelan stakeholders must agree upon a solution for the benefit of the people of that sister nation.

The agreement should provide for the following:

1. The release of political prisoners and the end of arbitrary detentions, as well as of the practice of trying civilians in military courts.

2. The cessation of all forms of violence, ensuring full respect for human rights.

3. The full reestablishment of constitutional order, including the restoration in full of powers to the National Assembly and respect for the separation of powers.

4. The withdrawal of the call for a National Constituent Assembly, in the terms under which it has been convened.

5. The establishment of an election calendar, including presidential elections, in accordance with Venezuelan constitutional provisions and overseen by independent international monitors.

6. The opening up of a humanitarian aid channel for food and medicine shipments, in order to alleviate the crisis of the Venezuelan people.

7. The creation of a Group or any other facilitation mechanism proposed at the Meeting of Consultation of Ministers of Foreign Affairs, in order to foster renewed and effective dialogue among Venezuelans, expressing their willingness to contribute to its goals and duties.
