The Foreign Ministers of the Member States of MERCOSUR signed the Protocol of Cooperation and Intra-MERCOSUR Investment Facilitation. The signature of this instrument, which took place in Buenos Aires while the World Economic Forum was being held, is highly important because it makes it possible to achieve the goal of having a legal framework that covers investments in MERCOSUR.
It is worth noting that this Protocol, which has been under negotiation since March 2016, is the result of the efforts carried out by the Member States in successive negotiations aimed at developing and adopting an instrument to foster a transparent, agile and favourable environment for investment in the Member States.
This Protocol, which is based on the acknowledgment of the fundamental role of investment in sustainable development promotion, economic growth, poverty reduction, job creation, productive capacity expansion and human development, constitutes a legal instrument capable of fostering intra-MERCOSUR investments, thus introducing new integration initiatives among the Member States, and also establishes a strategic association among the Member States with regard to investments that can be of great and mutual benefit.
