Tras cinco días de conversaciones, culminó exitosamente la XXVII Ronda del Comité de Negociaciones Birregionales MERCOSUR-UE, en cuyo marco se hicieron avances significativos en lo que respecta a los textos en las tres partes del futuro Acuerdo de Asociación entre ambas regiones –la Parte Comercial, el Diálogo Político y la Cooperación Bi-Regional-.
Ambas Partes han decidido dar un impulso definitivo a esta negociación, con vistas a su conclusión en el plazo más breve posible. Existe consenso entre los negociadores en el sentido de que este Acuerdo debe ser amplio, equilibrado y mutuamente beneficioso, en la perspectiva de ofrecer mayores posibilidades de crecimiento y empleo a ambos lados del Atlántico, así como de fortalecer los históricos lazos políticos y de cooperación entre los países del MERCOSUR y la Unión Europea.
Se dieron avances significativos en todos los textos que integran los distintos capítulos de la negociación. Ambas Partes reafirmaron su compromiso con una cooperación birregional sostenida y calificada en áreas tales como la defensa de la democracia y los derechos humanos, la lucha contra la pobreza y el narcotráfico, la investigación científica y el desarrollo sostenible. Los negociadores de la parte comercial discutieron textos en todas las áreas de negociación, incluyendo, entre otros, medidas sanitarias y fitosanitarias, facilitación del comercio, servicios, propiedad intelectual, compras gubernamentales y comercio y desarrollo sostenible.
En esta reunión se alcanzó uno de los principales objetivos fijados por los Jefes Negociadores en febrero, de contar con un texto único en cada Grupo de Negociación. Hay que destacar, particularmente, que el capítulo referido a Política de Competencia fue totalmente acordado.
El diálogo entre el MERCOSUR y la UE se dio en un clima constructivo y positivo, en búsqueda de aquellos consensos que permitan avanzar hacia la conclusión de la negociación.
Hubo ocasión de que los Jefes Negociadores se encontraran con representantes de la sociedad civil, a fin de conversar con ellos sus expectativas y las oportunidades que ciertamente abrirá el futuro Acuerdo de Asociación en materia de desarrollo social, de empleo, de comercio y de inversión.
La próxima ronda de negociaciones tendrá lugar en Bruselas en el mes de julio, precedida por un encuentro inter-sesional de la Parte Comercial en Buenos Aires, a finales del mes de mayo.

The XXVII Round of negotiations between MERCOSUR and the EU was closed
After five days of discussions, the XXVII Round of the MERCOSUR-EU Bi-regional Negotiating Committee was successfully concluded. Significant progress was achieved regarding the negotiating text in the three parts of the future Association Agreement between both regions -Trade Part, Political Dialogue and Bi-Regional Cooperation-.
Both Sides decided to advance this negotiation, with a view to concluding it as soon as possible. Consensus among negotiators exists regarding the fact that this Agreement should be comprehensive, balanced and mutually beneficial, with the perspective of generating better possibilities of growth and employment in both sides of the Atlantic, as well as of strengthening the historical political and cooperation linkages between the countries of MERCOSUR and the EU.
Significant progress was made in all the texts that are part of the different chapters of this negotiation. Both Sides reaffirmed their commitment to a sustained and qualified bi-regional cooperation in areas such as the promotion of democracy and human rights, the fight against poverty and drug trafficking, scientific research and sustainable development. Negotiators for the Trade Part discussed texts on every area, including, among others, sanitary and phyto-sanitary measures, trade facilitation, services, intellectual property rights, Government procurement and trade and sustainable development.
One objective achieved in this meeting was to have a common negotiating text in every group, which was one of the main goals set by the Chief Negotiators last February. It should be particularly noted that the text of the Chapter on Competition Policy was totally agreed and the Negotiating Group has achieved its task in the framework of the present Round.
In a climate of constructive and positive dialogue, MERCOSUR and the EU endeavored to achieve consensus with a view to advancing towards the conclusion of this negotiation.
Chief Negotiators met with representatives of civil society, to discuss expectations and opportunities that certainly the future Association Agreement will offer, as regards social development, employment, trade and investment.
The next negotiating Round will take place in Brussels in July, preceded by an inter-sessional meeting of the Trade Part in Buenos Aires, in late May.
